    At 80, Haji Nusrat -- detainee No. 1009 -- is Guantanamo Bay's oldest prisoner. A stroke 15 years ago left him partly paralyzed. He cannot stand up without assistance and hobbles to the bathroom behind a walker. Despite his paralysis, his swollen legs and feet are tightly cuffed and shackled to the floor. He says that his shoes are too tight and that he needs new ones. He has asked for medical attention for the inflammation in his legs, but has not been taken to a hospital.

    "They wait until you are almost dead," he says.

    He has a long white beard and grayish-brown eyes that drift from Peter's face to mine as we explain his legal issues to him. In the middle of our meeting, he says to me: " Bachay ." My child. "Look at my white beard. They have brought me here with a white beard. I have done nothing at all. I have not said a single word against the Americans."

    He comes from a small mountain village in Afghanistan and cannot read or write. He has 10 children and does not know if his wife is still alive -- he hasn't received any letters.

    U.S. troops arrested Nusrat in 2003, a few days after he went to complain about the arrest of his son Izat, who is also detained at Guantanamo Bay. Nusrat is charged with being a commander of a terrorist organization in Afghanistan with ties to Osama bin Laden, and with possession of a cache of weapons.

    Vatican and Chinese diplomats could swiftly work out a formula acceptable to both sides if they received instructions to do so from senior leaders, Ren predicted. Only a few bishops from among the 120 active in China would have to be retired as part of a formal Vatican-Beijing agreement, he suggested.     The most pervasive and misplaced reaction to inequality is protectionism. Trade liberalization since 1945 has delivered a vast stimulus to growth, boosting U.S. incomes by $1 trillion a year, according to an extensive survey of the evidence by the Institute for International Economics.     It is often forgotten that India made an extraordinary offer on June 9, 1988, to forgo nuclear weapons in exchange for a long-term commitment by the existing nuclear powers to move toward nuclear arms reductions. The late prime minister Rajiv Gandhi called on the United Nations to negotiate a new treaty, replacing the NPT, that would commit the nuclear "haves" to carry out Article Six by phasing out their nuclear arsenals over a 22-year period ending in 2010. Effective immediately upon conclusion of this "new NPT," India and the other non-nuclear states would be committed under inspection "not to cross the nuclear threshold." When the United States rejected this offer, the advocates of nuclear weapons in New Delhi steadily gained ground, and in 1998 India formally demonstrated its ability to deploy nuclear weapons.

    In retrospect, it is clear that the United States made a colossal blunder by rejecting India's 1988 offer to stop its nuclear weapons development. The Indian proposal for gradual nuclear disarmament was pragmatic.

போபால் விபத்தில் உயிர் பிழைத்தோர் சில வாரங்களுக்கு முன்பு புது தில்லி வரை நடை பயணமாய் சென்று உண்ணாவிரதம் மேற்கொண்டு தமது உரிமைகளுக்காகப் போராடத் துவங்கினர். இன்று அவர்களது போராட்டம் ஓரளவுக்கு வெற்றியில் முடிந்திருக்கிறது. அவர்களது ஆறு கோரிக்கைகளில் நான்கினைப் பிரதமர் ஏற்றுக் கொண்டிருக்கிறார். டவ் நிறுவனத்திற்கு எதிரான கோரிக்கைகளைப் பொறுத்த வரையில் ஒன்றும் செய்ய முடியாதென்று கைவிரித்து விட்டார்.

PM Concedes to Four of Six Bhopal Demands; Says He is Powerless Against Dow

17 April, 2006. New Delhi -- Bhopalis today celebrated a major victory and called off their international hunger strike as the Government conceded to four of six long-standing demands of the Bhopal campaign. The Prime Minister assured a 10-member delegation consisting of Union Carbide’s victims and supporters who met him today for 30 minutes that the demands relating to clean water, clean-up of toxic wastes, and the setting up of a national commission for medical and economic rehabilitation will be met. The Bhopalis will end their dharna today on a note of solidarity with the Narmada struggle. Separately, the Madhya Pradesh Government announced the allotment of Rs. 100 crores for the construction of a memorial in Bhopal, and Bhopalis have been told that the story of the Bhopal disaster will be included in educational curricula developed by the National Council of Educational Research and Training. Three Bhopal activists will leave immediately for Bhopal to accompany a high-level team led by Secretary, Ministry of Chemicals, to finalise details regarding provision of safe water and the participation of survivors in the construction of a memorial in Bhopal.

The Prime Minister, however, said he was powerless to take any extra-legal measures to hold Union Carbide or its owner Dow Chemical accountable. ”I don’t promise to prosecute. We have to do business. India has to survive despite these tragedies,” Mr. Manmohan Singh said in response to a demand by survivors that Union Carbide and Dow Chemical should be held liable for the continuing disaster in Bhopal. Mr. Singh, however, said he would explore whatever options existed within the law to hold the company accountable.

“We are ashamed and outraged that the Prime Minister of the world’s largest democracy has openly admitted to his inability to pressure an American multinational. At a time when India is set to more than double its industrial capacity, the Prime Minister’s reluctance to take extra-legal measures to pressure multinational corporations is deplorable and should set the alarm bells ringing,” said Satinath Sarangi, one of the six hunger strikers and 39 people who walked from Bhopal to New Delhi. “It doesn’t make any sense to direct our protests on the matter of corporate accountability towards a man who has expressed his powerlessness on this matter.”

The Bhopal campaigners have, therefore, resolved to take direct and legal action against Dow and Union Carbide’s businesses nationally and internationally over the coming months. “Dow should beware now because all our energies will be focused on putting the brakes on Dow’s business in India,” said Champa Devi Shukla, Goldman award winner and one of the indefinite hunger strikers.

Josh Imeson and Diane Wilson, both of whom have been fasting in solidarity with the survivors, have also been requested to call off their fast by the Bhopalis. Diane Wilson, a long-time Bhopal supporter, is on the fourth day of her indefinite fast in the United States. International support for the campaign has brought tremendous pressure to bear on the Government. The Prime Minister’s office has received nearly 3000 faxes and more than 350 people have signed up to fast for a day or longer in solidarity with the Bhopal campaign.

Thirty-nine victims of Union Carbide’s poisons, and eight survivors covered 800 km in 33 days to arrive in New Delhi on 25 March, 2006. Since 29 March, 2006, Bhopal survivors and supporters had been on indefinite strike near the Parliament House in New Delhi. On 11 April, six people, including three victims and three supporters, began an indefinite fast, in which they were joined by Diane Wilson from the US starting 13 April.

சுமார் ஆறு மாதங்களுக்கு முன்னால் அவனுக்கு சுவாசப்பையில் புற்றுநோய் இருப்பது கண்டுபிடிக்கப்பட்டது. நாற்பது வயதாகிறது, வாழ்நாளில் சிகரெட் தொட்டதில்லை, குடும்ப வரலாற்றிலும் இவ்வாறு நேர்ந்ததில்லை. இந்தப் புற்று நோய் மெல்ல மெல்ல இடுப்பு, எலும்புகள், பின் மூளை எனப்பரவியது. தீவிரமான கீமோ தெரபியில் அவன் பட்ட வேதனைகள் நேற்று காலை முடிவுக்கு வந்தன.

நோய் கண்டுபிடிக்கப்பட்டதும் அவனுடன் தொலைபேசியில் பேசினேன். நம்பிக்கையோடு இருந்தான். கான்சரை வென்றவர்கள் இருக்கிறார்கள், முடியும் என்ற ரீதியில் பேசினோம். அதற்குப் பிறகு நண்பர்கள் சிலர் அவனை வீட்டில் காணச்சென்ற ஒவ்வொரு முறையும் எனக்கு வேறு ஏதோ வேலை அமைந்து விட்டது. அந்த வேலைகள் எல்லாம் மிகச் சிறியனவாக இப்போது தெரிகின்றன.

நேற்று காலை வேலைக்குப் போன போது அவன் இறந்து விட்ட செய்தி தெரிந்திருக்கவில்லை. மெஹர்தாத்தின் மேலாளருடன் லிஃப்டில் சேர்ந்து பயணம் செய்தேன். அப்போது அவரிடம், 'அவன் படும் துன்பம் கேட்பதற்கே கொடுமையாக இருக்கிறது. சீக்கிரம் அவை ஒரு முடிவுக்கு வந்தால் தேவலை' என்று சொன்னேன். இன்று அவரை மீண்டும் கல்லறை அருகில் பார்த்தேன். 'நான் நேற்று சொன்னதற்கு அர்த்தம் இது இல்லை என்று உங்களுக்குத் தெரியுமல்லவா?' என்றேன்.

உடல் ஒரு வெள்ளைத்துணியில் சுற்றப்பட்டிருந்தது. அதை இருவர் மெல்ல குழியில் இறக்கினார்கள். சுற்றியிருந்த பலர் பெருங்குரலில் அழத் துவங்கினார்கள். மெஹர்தாத்தின் மனைவியும் இரு சிறு குழந்தைகளூம் (ஒரு சிறுவன், ஒரு சிறுமி) நின்று கொண்டிருந்தனர். சிறுமிக்கு விவரம் தெரியாத வயது, அம்மாவுடன் ஒண்டிக் கொண்டு நின்று கொண்டிருந்தது. சிறுவன் கண்களில் கொஞ்சம் கண்ணீர். யாரோ அவனுக்கு கொஞ்சம் ஜூஸ் கொடுத்தார்கள். மெஹர்தாத்தின் மனைவி அழாமல் இறுக்கமாக நின்று கொண்டிருந்தார். ஒரு வயதான மாது அவரிடம் போய் 'அழு, அழுதால் உனக்கு நல்லது' என்று சொன்னார்.

அவர் திரும்பி, 'நான் நிரந்தரமாய் அழுது கொண்டே தானே இருந்திருக்கிறேன்' (I have been crying forever) என்றார்.

ஒரு வாரம்...

நாளை கிளம்பி ஒரு வாரம் வெளியூர் - லாஸ் வேகஸ் - செல்கிறேன். சண்டே போஸ்டுக்கு இந்த வாரம் விடுமுறை.


வேகஸில் பல லட்சம் டாலர்கள் ஜெயித்து, பதிவுகள் எழுத ஒருவரையும், பின்னூட்டமிட ஒருவரையும் வேலைக்கு அமர்த்திக் கொள்ளலாம் என்று இருக்கிறேன். ஆகையால், இது நான் எழுதும் கடைசிப் பதிவாகவும் இருக்கலாம்.

இரண்டாம் உலகப் போர் முடிந்த உடன், அமெரிக்காவிற்கும் சோவியத் யூனியனுக்கும் இடையே நீண்டதொரு சண்டையில்லாப் போர் (Cold war) துவங்கியது. ஆயிரத்துத் தொளாயிரத்து ஐம்பதுகளில் இப்போர் மிகவும் தீவிரமாக இருந்த சமயத்தில், கம்யூனிசம் அமெரிக்க நாட்டிற்குப் பெரியதொரு எதிரியாகக் கருதப்பட்டது. அமெரிக்காவில் கம்யூனிஸ்டுகளாகக் கருதப்பட்டவர்கள்/சந்தேகிக்கப்பட்டவர்கள் பல ஜனநாயகத்திற்கு விரோதமான முறைகளில் வேட்டையாடப்பட்டனர். ஒருவர் கம்யூனிஸ்ட் இல்லை என்பதை நிரூபிக்க வேண்டிய பொறுப்பு குற்றம் சாட்டப்பட்டவர் மீதே சுமத்தப்பட்டது. வெளிப்படுத்தப்படாத ‘ஆதாரங்கள்', கேள்வி கேட்கப்படாத ‘சாட்சிகள்', பாதுகாக்கப்பட்ட ‘ரகசிய ஆவணங்கள்' - இவற்றின் பேரில் ஏராளமானோரது வாழ்க்கைகள் பாதிக்கப்பட்டன. இந்தப் படலத்தில் பலர் வேலையிழந்தனர், பலர் அவப்பெயர் பெற்றனர், சிலர் சிறையிடப்பட்டனர். உண்மையில் சோவியத்தின் கைக்கூலியாக இருந்தவர்களில் வெகு சிலர் பிடிபட்டனர்.

அந்த காலத்தையும், அதன் அநியாய முறைகளையும் இன்றளவும் பிரதிநிதித்துவப்படுத்துபவராகக் கருதப்படுபவர் அன்று அமெரிக்க செனட்டில் (மேல்சபை) அங்கம் வகித்த ஜோசஃப் மெக்கார்த்தி என்பவர். இவர் ‘அமெரிக்க விரோதச் செயல்களை' பற்றிய கமிஷன் ஒன்றின் தலைவராகச் செயல்பட்டக் குற்றம் சாட்டப்பட்டவர்களை செனட்டிற்கு இழுத்து வந்து மிக மோசமான விசாரணை முறைகளுக்கு உட்படுத்தியவர். இப்பொழுதும், மெக்கார்த்தியிசம் என்றால், ஆதாரமில்லாமல் குற்றம் சாட்டுவது, தேசப்பற்றை ஆபத்தான முறைகளில் பயன்படுத்துவது, மக்களிடையே பீதி உண்டாக்குவது போன்ற செயல்களுக்கான ஒற்றை வார்த்தையாகப் பயன்படுத்தப்படுகிறது.
