சண்டே போஸ்ட் - 23

Programming note: அடுத்த சில வாரங்கள் நான் வாஷிங்டனில் இருக்க மாட்டேன். ஆகையால் சண்டே போஸ்டுக்கும், பொதுவாக இந்த வலைப்பதிவிற்கும் ஒரு தற்காலிக விடுமுறை. மீண்டும் சந்திக்கும் பொழுது சந்திப்போம். அது வரை, take care and be good.

இன்றைய வாஷிங்டன் போஸ்ட் நாளிதழிலிருந்து சில சுவாரசியமான கட்டுரைகள்:


  1. இஸ்ரேல், லெபனான், ஹெஸ்பொல்லா: தொடர்கதை: தொடரும் இஸ்ரேல், ஹெஸ்பொல்லா போர் குறித்த செய்திகளைப் பார்க்கும் போதெல்லாம் ஒரு இருநிலைக் குழப்பமே மிஞ்சுகிறது. ஏதோ ஒரு திரைப்படத்தில் கேட்ட வசனம் நினைவுக்கு வருகிறது - "ஒரு புலி மானைத் துரத்தும் காட்சியை தொலைக்காட்சியில் காணும் போது, நாம் எதை ஆதரிக்கிறோம் என்பது நாம் பார்ப்பது எதைப் பற்றிய நிகழ்ச்சி என்பதைப் பொறுத்தது - அது புலிகளைப் பற்றிய ஆவணப் படமென்றால், 'துரத்து, துரத்து, விடாத பிடி..." என்றும், அது மான்களைப் பற்றிய படமென்றால், 'ஓடு, ஓடு, வேகமா ஓடு' என்றும் சொல்லிக் கொண்டிருப்போம்." அது போலத் தான் இருக்கிறது. ஒரு புறம் இஸ்ரேலின் நியாயம் புரிகிறது. தனது அண்டை நாட்டிலிருந்து, அரசாங்கத்திற்கு அப்பாற்பட்ட தீவிரவாதக் குழு ஒன்று ராக்கெட் ஆயுதங்களோடு தன்னை அழிக்க முனையும் போது, அந்தக் குழுவை அழிக்க முனைவதில் என்ன தவறு உள்ளது? இந்தியா இந்தச் சூழலில் இருந்தால் இதைத்தான் செய்ய வேண்டும் என்று கூரை மீது நின்று கொண்டு நான் சொல்ல மாட்டேனா? அதே சமயம், இஸ்ரேலின் பல மடங்கு சக்தி வாய்ந்த ஆயுதங்களுக்கு லெபனானின் பொது மக்கள் பலி ஆவதைக் கண்டாலும் மிகப் பரிதாபமாக இருக்கிறது. பல தசாப்தப் போரிலிரிந்து மீண்டெழுந்து அந்நாட்டு மக்கள் உருவாக்கிய கட்டமைப்புகள் தவிடுபொடியாவது அநியாயமாகத் தோன்றுகிறது.

    சென்ற இருவார நிகழ்வுகளுக்கு முதல் பொறுப்பு ஹெஸ்பொல்லா, ஈரான், சிரியா ஆகியவற்றின் மீது தான் சுமத்தப் படவேண்டும் என்பதில் எனக்கு ஐயமில்லை. இருப்பினும் அந்தத் தவறுகளுக்காக லெபனானின் பொதுமக்கள் விலை கொடுப்பதையும் காணச் சகிக்கவில்லை.

    இன்றைய போஸ்டில், ஹெஸ்பொல்லாவை நன்கறிந்த ஒருவர், அதன் ஆதார நோக்கங்கள் என்னவாக இருக்கும் என்பதை ஆராய்கிறார்.


    As a scholar who has devoted much of my career to following Hezbollah, I have a simple answer. I'm sure that Hezbollah had envisaged, though perhaps not expected, a response of this kind. By provoking its southern neighbor, Hezbollah knew it would present Israel with a ghastly choice. Hezbollah is a popular social movement, and it is well aware that it can be destroyed only if the Israeli army is prepared to commit mass murder, genocide, ethnic cleansing -- use whatever unpalatable term you will -- against the entire Shiite community.

    Israel won't win without wiping out a religious group. However angry the Israelis are, there must be many who won't be able to stomach that possibility, with its hideous historic implications. That's what Hezbollah was counting on 11 days ago when its fighters took Eldad Regev and Ehud Goldwasser captive near the Lebanese border.

    There is some evidence that Saddam Hussein's government knew it couldn't win a conventional war, and some captured documents indicate that it may have intended some sort of rear-guard campaign of subversion against occupation. The stockpiling of weapons, distribution of arms caches, the revolutionary roots of the Baathist Party, and the movement of money and people to Syria either before or during the war all indicate some planning for an insurgency.

    But there is also strong evidence, based on a review of thousands of military documents and hundreds of interviews with military personnel, that the U.S. approach to pacifying Iraq in the months after the collapse of Hussein helped spur the insurgency and made it bigger and stronger than it might have been.

    On May 16, 2003, L. Paul Bremer III, the chief of the Coalition Provisional Authority, the U.S.-run occupation agency, had issued his first order, "De-Baathification of Iraq Society." The CIA station chief in Baghdad had argued vehemently against the radical move, contending: "By nightfall, you'll have driven 30,000 to 50,000 Baathists underground. And in six months, you'll really regret this."

    He was proved correct, as Bremer's order, along with a second that dissolved the Iraqi military and national police, created a new class of disenfranchised, threatened leaders.

Your words imply that Hezbollah is not connected to the Lebanese Govt. in anyway..But in reality, they are a political party that formally has taken part in the current Govt. If that's not enough, they even hold two cabinet ministries (Though I'm not sure of what ministries these are)..Now, The reason for Israel pressuring the Lebanese Govt. was that they are holding that HezBollah is a part of the Government directly/indictrcly and hence the Lebanese Government should be held accountable for the actions of Hezbollah.. All these allegations/accusations are in turn teh reasons cited by the Israelis in launching and mounting their campaign of destruction and annihilation of Hezbollah..Unfortunately, these actions -- full scale bombing and other punitive actions designed to pressure the Lebanese Govt and subdue the Hezbollah are working against the Islrealis as the casualty fugures keep climbing with the pass of each day of action.. The Only crazy/positive outcome of this situation could be where the Isrealis (IDF) team up with the Lebanese Army and how come Lebanese army and take the HEzbollah head-on and free-up South Beirut..

Amidst all this remains the question of what Prime Minister Sinora would do after the visit of Dr. Rice..
Not sure if anyone ever shared this with you, but I think the surgical strikes on all the transportation infrastructure was to limit the movement of the captives within a few miles of the snatch-point..Not sure if Isreal succeeded in achieving this goal, but the Lebanese Govt. sure have lost quite a bit of their infrastructure they built over the past couple of decades .. For supporting Hezbollah, I would say, the residents of South Beirut and other affected areas paid a very heavy price ..

Hezbollah does have a nominal presence in the Lebanese government, but you would not think so even if you hear only the Lebanese PM and cabinet ministers speak - they are all of one voice against Hezbollah and what they did to spark off this war.

My observation was specifically to the point of them having an "army" separate from the government's. George Will once said that the definition of a functional government is the presence of a "reasonable monopoly on the use of force" by an entity. Here the Lebanese government does not have that thanks to Hezbollah's presence and function. After Israel's withdrawal from South Lebanon, Hezbollah did not have a raison d'etre, in my opinion.

What is most irritating is the functioning of Syria and Iran. If they have the cojones, they should engage Israel directly on the Palestine question, and not through such proxies which only ends up costing innocent lives outside their borders.

Thanks for pointing out the Israel's tactics vis-a-vis soldiers' transportation.

First, my apologies for the innumerable typos I had on my previous post.. Forgot to do the spell check before posting it.. Anyway, thanks for making sense of my words in spite of all the typos..

I totally agree with you, like every sane person in the World, that "after Israel's withdrawal from South Lebanon, Hezbollah did not have a raison d'etre, in my opinion." Unfortunately, that's not what Iran and Syria saw after 2002..Once Israel withdrew, the political status of Hez vaulted to new heights becos it was deemded a "victory" over the Zionists and Nasrallah became the new "icon" of Arab Nationalism..In reality, both sides suffered huge losses - in terms of lives and property -- and Isrel's cost-benefit analysis pointed to this poor outcome, leading to their decision to withdraw..But on the other side of teh border, you have a group of men who are fed the idea that Armed conflicts can bring resolution to problems..and the Lebanese Govt. couldn't help budging to the notion of supporting the populist "liberators" hanging on to their authority and control over South Lebanon..Rafik Hariri, the former president of Lebanon, who was killed by Syria's assissins, was trying to popularize this concept of One-Army for all and was negotiating for the Hizb to give-up arms and enter the mainstream through politics..Though he was successful partially (bringing Hezb to politics) and was negotiating with Nasrallah to give up arms, the Hizb backers (read as Iran and Syria) never wanted them to back off the armed conflict..

In a way, the backers used Hezb to divert attention from their home grown problems..Iran's ever growing nuclear problem with the West and the Syrians being branded as part of the Axis of Evil, needed the Hezb and Hamas to be around.. And now, we are witnessing what it takes to maintain an Army..Hope this madness ends and the lives of innocent civilians be spared..And yet another strategic point I failed to mention about Isrel's strikes against transportation infrastructure is to limit the movement of arms from Syria..From my little knowledge of reading around the web, most of Hizbs arms were transported through the borders and the Raif Hariri Airport in Beirut.. All this forced Isrel to take out as much as they can and they kept doing it with such great precision..In my opinion, if the conflict rages for another month or so, Hizbollah's ammo supply would be in tatters, whcih would eventually embolden the Lebanese army/NATO forces to move-in and take control..

Unfortunately, by prologing this war both sides are sending a wrong signal to the upcoming generations -- "Armed conflicts too can be a tool to win/solve problems/issues". No one in the world seems to care much about the children being witnesses to this level of violence unleased by both sides..One story that totally moved me as I was listening to NPR on my way to work, featured an Isreli father talking about how difficult it was for him to explain to his 5yr old daughter
what is a War and why people fight and die..In the end, he says it was hard for him to prepare for the sound of sirens as it leaves her all scared and terribly worried about her being killed by the incoming missile.. I hope there is a Palestinian Father or a Lebanese Dad on the other side trying to explain the same to his daughter or a son..and all these mullahs and military mastero's will understand that they someday have to answer their own children..Peace out!

போலீஸிடமிருந்து தப்பி ஓடும் கொலையாளி திடீரென ஒரு குழந்தையைக் கையகப்படுத்தி, துரத்தும் போலீஸை ஒரு நிமிடம் ஸ்தம்பிக்க வைக்கிறான். அவனுக்கும் ஹிஸ்போலாவுக்கும் ஒரு வித்தியாசமும் இல்லை.
